This is to inform all prospective students who will be involved in the forthcoming UNN Screening Examination which begins on 3rd October, 2017 and ends on the 9th of October, 2017 that the Student Affairs Unit has graciously provided an accommodation for students at an affordable fee of N3,000 only.

Prospective students who wish to take advantage of this accommodation are expected to follow the process outlined below:


-After Registering for the POST UTME Examination online.
-Visit the UNN Portal.
-Click on Prospective students.
-Click on Online application form.
-Click on Screening Accommodation.
-Click and Generate Invoice of N3000 containing RRR.
-Make payments using your ATM card or proceed to any bank of your choice which uses the Remita platform.

-Click on print receipt (Your receipt will contain your Hostel and Room Number).

Vice President Yemi Osinbajo has said that the problem of irregular power supply in Nigeria is caused by inaccurate billing system resulting from insufficient metering machines.

Osinbajo made the remarks on Saturday in Onna local government area of Akwa Ibom while inaugurating an Electric Metering Factory as part of activities marking the 30th anniversary of Akwa Ibom creation.

The vice president said that Nigeria’s economic development hinged on effective power supply, lamenting that Distribution Companies (DISCOs) had not been able to collect tariffs because of non-availability of meters.

“The electric metering factory is an important project. Inadequate power is the major obstacle to full economic development in Nigeria.

“We have also identified the facts that DISCO is unable to collect tariffs effectively from consumers because we are unable to afford the cost of metering.

“I think that there is an important policy innovation as there is no restriction on those who can actually produce meter for our consumers,” Osinbajo said.

He commended the Akwa Ibom governor for establishing the metering factory, saying that the Federal Government was looking forward to other several factories across the country.

“The country is open up for this kind of enterprise and we are looking forward to a lot more activities.

“But we are looking at 2.7 million units of meters annually here and this is absolutely fantastic.

“I know that job opportunities here will be substantial for a start,” Osinbajo said.

In his speech, the Akwa Ibom governor, Mr Udom Emmanuel, said that his administration was partnering with private sectors to put the state on the path of industrialization.

Emmanuel said that the factory would manufacture an average of one million meters per year and thanked the investors for their confidence in the state.

“The essence of this industry is to ensure power for all. Once you can buy recharge cards, you can have electricity, it is available for all.

“The capacity can be doubled from 2.7 to 5.4 to enable us pay for the power that we generate.

“The project is a private initiative for the betterment of all Akwa Ibom people and for Nigeria at large,” Emmanuel said.

The News Agency of Nigeria (NAN) reports that Vice President Osinbajo had also inaugurated a syringe manufacturing company constructed by a Turkish firm in partnership with the state government.

The company is expected to produce 2ml, 5ml and 10ml disposable syringes respectively at an annual production capacity of 350 million units.

The Etinan General Hospital refurbished by Gov. Emmanuel was also inaugurated by the vice president, who was the special guest of honour at the 30th anniversary of Akwa Ibom creation.

The hospital had witnessed a facelift with modern facilities and wards fitted with new electrical beds, well equipped theatres to manage all kinds of surgeries and fully stocked pharmacies. (NAN)

North Korea Hydrogen Bomb Test Over Pacific? Experts Detail Huge Risks


Detonating a nuclear-tipped missile over the Pacific Ocean would be a logical final step by North Korea to prove the success of its weapons program but would be extremely provocative and carry huge risks, arms control experts said on Friday.

North Korean Foreign Minister Ri Yong Ho suggested leader Kim Jong Un was considering testing "an unprecedented scale hydrogen bomb" over the Pacific in response to U.S. President Donald Trump's threat at the United Nations to "totally destroy" the country.

"It may mean North Korea will fire a warhead-tipped (intermediate range) Hwasong-12 or Hwasong-14 intercontinental ballistic missile and blow it up a few hundred kilometers above the Pacific Ocean," said Yang Uk, a senior researcher at the Korea Defence and Security Forum in Seoul.

They may be bluffing, but there is a need for them to test their combined missile-bomb capability. They could have already prepared the plan and are now trying to use Trump's remarks as an excuse to make it happen," said Yang.


Such an atmospheric test would be the first globally since China detonated a device in 1980, according to the International Atomic Energy Agency.

Tests of nuclear-tipped ballistic missiles are rarer still. The United States' only test of an operational ballistic missile with a live warhead was fired from submarine far out in the Pacific Ocean in 1962.

China was widely condemned for a similar test with a missile that exploded over its Lop Nur test site in the country's west in 1966.

North Korea's six nuclear tests to date have all been underground, the most recent earlier this month by far its largest.

"We have to assume they *could* do it, but it is exceedingly provocative," said Vipin Narang, an associate professor of political science at Massachusetts Institute of Technology.

"To put a live nuclear warhead on a missile that's only been tested a handful of times, overflying potentially populated centers. If it ... doesn't go exactly as planned ... it could be a world changing event."

North Korea has fired two ballistic missiles over Japan's north Hokkaido region in the past month as part of a series of tests that experts say have illustrated unexpectedly rapid advances.

"They said Pacific Ocean, which pretty much means firing a missile over Japan," said Melissa Hanham, a senior research associate at the U.S.-based Middlebury Institute of International Studies at Monterey, California. "They want to shut us all up for doubting they could build it."

SERIOUS FALLOUT

While a missile would be the most ideal means of delivery, it is also possible to put a bomb on a ship and detonate on the surface of the ocean or in the sea, the experts said.

Either way, the radioactive fallout could be significant, as well as the diplomatic backlash from around the world. North Korea's recent missile launches over Japan especially drew stern rebukes from Tokyo and the international community.

Japan's Chief Cabinet Secretary Yoshihide Suga called Pyongyang's remarks and behavior "completely unacceptable."

Narang said a test high enough over the ocean would limit the radioactive fallout but risks included damage from an electro-magnetic pulse, something Pyongyang has hinted it might employ on an attack on the United States or its allies.

"If it doesn't go exactly as planned and the detonation occurs at a lower altitude we could see some EMP-like effects for anything in the area. A lot of dead fish too."

Pyongyang has launched dozens of missiles this year as it spurs a program aimed at mastering a nuclear-tipped missile that can strike the United States, in addition to its Sept 3 nuclear test.

If Kim's threat materializes, it will be a "tipping point" for China, and may prompt many other countries to demand an "end to the regime," said David Albright, founder of the non-profit Institute for Science and International Security in Washington.

"No one has tested above ground for decades and the radioactive fallout could be terrifying to many," Albright said.

Other experts said such an atmospheric nuclear test is unlikely for now due to its substantial technical and diplomatic risks.

Joshua Pollack, editor of the Washington-based Nonproliferation Review, said it would be an "end-to-end demo of everything."

"But I would be surprised if this were their very next move. They have yet to test an ICBM at full range into the Pacific," said Pollack. "That will probably come first."

This is to inform candidates who made the University of Ibadan their institution of first choice and scored 200 and above in the 2017 UTME that the University website will be open on Monday, 04 September, 2017 to Friday, 23 September, 2017 for the submission of their bio-data and SSCE/NECO results online through https://www.admissions.ui.edu.ng.

The deadline for submission of bio-data / O/level results may not be extended. Therefore, any candidate whose bio-data are not submitted within the stipulated time will not be considered for Post-UTME Screening and for admission.

PAYMENT INSTRUCTION
(a) Candidates are required to log-in to the Admission Portal (https://www.admissions.ui.edu.ng) using their Jamb Registration Number as their user name and their surname as their password e.g. 65345521EG OYEKANMI (Surname) Afolabi Mary. The screening fee is N2,000.00. This should be paid through the ADMISSION PORTAL in favour of University of Ibadan (Admission Processing Fee Account). Candidate’s Name, JAMB Registration Number, Telephone Number and E-mail Address should be quoted at the point of payment.

Payment Options:

Credit/Debit Card Payment using ATM card;
Cash at bank using the printout from the portal to make payment at the bank; and
Direct bank account debit whereby you use your internet banking tools to make payment.
Candidates are expected to print the payment success receipt which should display full names of the candidate (SURNAME first) as in the UTME result slip preceded by the JAMB Registration Number, as the payee and the payment reference number showing the success message.

(b) Upon successful payment, candidates should proceed on the portal to submit their bio-data and O/level results.

(c) Candidates should ensure that the online forms are carefully filled, following ALL necessary instructions, as “mistake(s)” may lead to disqualification.

(d) Please fill the online forms in CAPITAL letters only.

(e) Candidates are expected to upload their passport photographs and signatures. The image format for the passport and signature is JPEG and must not exceed 50kb. The photographs must be clean, clear and without glasses.

(f) Candidates are then to print the evidence of completion of transaction and keep for further reference.

(g) An online help desk platform on http://www.admissions.ui.edu.ng/helpdesk will be available to handle all genuine enquiries.

DATE OF POST UTME
The date for the post UTME will be communicated to candidates through their email addresses and sms. Candidates are, therefore, advised to provide valid and active email addresses and phone numbers. The University will not take responsibility for failure to get information as a result of invalid email addresses and wrong phone numbers.

Misrepresentation/falsification of documents is a serious offence. Candidates are, therefore, advised to submit genuine documents only. Anyone found guilty of this offence will be disqualified automatically and in appropriate cases, be handed over to the Law Enforcement Agencies.

Candidates are strongly advised to adhere strictly to the guidelines stipulated above for successful completion of the online submissions.

The University of Oxford and the University of Cambridge have taken the top two places in the 2018 Times Higher Education World University Rankings for the first time in the rankings' 13-year history.
It’s the first time that the US has not had a university in first or second place. However, despite small movements at the very top of the table where Cambridge leapfrogged the California Institute of Technology and Stanford University to claim second place, the top 10 universities have held pretty firm. Only Berkeley, equal 10th last year, has departed to be replaced by the University of Pennsylvania.
If you look at just the top 200 universities (equivalent to roughly the top 1% of higher education institutions in the world), then the US, even with missing out on the top two spots, has comfortably the highest number of representatives. In fact, with 62 universities in this elite group, it has double the number of the next most represented nation, the UK with 31.
However, despite the US's domination in terms of overall numbers, there are signs that its grip on the table is slipping. This year, 59 of those 61 US institutions in the top 200 faced a drop in their research income per academic - and the future of federal research funding under the Trump administration is in doubt. Twenty-nine of the US' top 200 representatives dropped down the table when compared to last year.
The US is not the only country facing potential funding challenges. The UK's position within the EU research community - a key source of funding, particularly through flagship programmes such as Horizon 2020 - is at risk following the Brexit vote. Australia may suffer in future years if its government goes ahead with plans to cut funding by 2.5%, which would mean a AUS$2.8 billion fall in income across the higher education sector.
It is universities in Asia that could benefit from the uncertainty and, once again, the 2018 World University Rankings provide evidence of the continent's rise - particularly in the East.
Mainland China has acquired three more universities in the elite top 200 thee year and is now the joint 6th, most-represented nation. Peking University has risen two places to joint 27th in the rankings, putting it on a par with New York University and the University of Edinburgh. Tsinghua University, meanwhile, has climbed five places to 30th, overtaking the likes of the University of Melbourne and the École Polytechnique Fédérale de Lausanne.
Asia’s top university, the National University of Singapore, has risen two places to joint 22nd. This means there are now three Asian universities in the top 30 for the first time under the current methodology.​

This is to invite all candidates that applied for admission to the Rufus Giwa Polytechnic, Owo during 2017 Unified Tertiary Matriculation Examination (UTME) conducted by the Joint Admissions and Matriculation Board (JAMB) and those who wrote the examination and now willing to secure admission into the Polytechnic that they should register on-line for screening exercise for 2017/2018 Academic Session admission into the Polytechnic.

The applicants are also enjoined to note that only candidates that scored 150 marks and above
are qualified to apply for admission.

Method Of Application

Candidates are enjoined to visit the Portal of the Polytechnic (sf.rugipo.edu.ng) for further
information and register with effect from Tuesday, 5th September, 2017. 

Candidates that pay through on-line shall follow the procedure and information they see on the computer system while those who pay through Banks shall generate their invoice copies and take same to bank for payment.

All the candidates are permitted to download the past questions online.

Meanwhile, the screening fee is two thousand naira (₦2,000.00) only.

Applicants for the screening exercise are also requested to upload the following:
(i) JAMB Data (with score)
(ii) the results (WAEC, NECO, GCE and NABTEB)
(iii) passport photograph

The candidates are advised to print their admission screening forms and thereafter reprint the
dates for their Post-UTME tests on or before 13th October, 2017.

Jamb advised it's Candidate to re-upload their O' level result

The Joint Admission and Matriculation Board
( JAMB ) says it will close the Direct Entry e-
Registration portal on Sept.15.
Dr Fabian Benjamin, the Head of Media and
Information of the board, said this in an
interview with the News Agency of Nigeria
(NAN) in Abuja on Friday.
Benjamin advised candidates yet to register to
do so before the deadline, saying that there
might be no postponement of the deadline.
He also advised JAMB candidates to re-upload
their ‘O’ level results in the new portal as the
previous portal did not allow for the capturing
of candidates level of grades.
He also said that candidates should use the
approved Computer Based Test (CBT) Centres
for the exercise.
According to him, the new portal has provided
a platform for the detailed category of the
West African Examination Result ( WAEC ) of
candidates for proper placement.
“The first platform that was used for the
exercise does not create room for the
capturing of the levels of grade such as C4,
C5, C6, B1, B2, B3 and A1.
“ You know in some schools, all these ‘O’ level
grades are being considered.
“For example, if you have B1 and another one
has B3 and there is no room for separation in
the platform schools may not be able to
ascertain the level of grades some schools will
consider the O’ level grades.
“And the first platform just stated A, B, C, so
with this new platform, there will be room for
the download of the level of grades. Somebody
who has B1 will stand a better chance than the
person with B3.
“So, we use this new platform to capture all
those detailed categories of WAEC result so
that no grade of result will be left uploaded.’’
Benjamin, however, said that any candidate
who felt that what he or she uploaded before
was enough might not bother.

NEWS >>> STEPS FOR 2017 REGISTRATION AND APPLICATION

Applications are invited from suitably qualified candidates for admission to Tertiary Institutions in Nigeria for the 2017/2018 academic session.
REGISTRATION PERIOD
The period of sale/registration for UTME is from Monday 20th March to Wednesday 19th April 2017 while registration closes on Saturday 22nd April 2017.

For DIRECT ENTRY, the application will be on sale from Sunday 23 April, 2017.

STEPS FOR 2017 REGISTRATION AND APPLICATION DOCUMENTS
i. Each candidate must have a personal e-mail address and mobile phone number.

ii. Each candidate is to use his/her functional and valid personal e-mail address. The system would reject at the point of registration any already used e-mail address.

iii. Each candidate must personally create a JAMB profile on the JAMB Portal through JAMB Mobile App available on Android, Windows and iOS platforms OR visit a Bank, NIPOST to create his/her JAMB profile on the JAMB portal: www.jamb.org.ng. Name, date of birth, personal e-mail address and place of origin are required to create the profile.

iv. Payment for JAMB's E-PIN-registration and the recommended reading text is done at the banks and NIPOST. Banks have also agreed to make these services available at CBT centres and JAMB State Offices.

v. Each Candidate should visit any accredited CBT Centre with his/her personal details, the profile and evidence of payment.

vi. The CBT centre or JAMB State Office, supplies, at no extra cost, the prescribed reading text and the CD containing:

a) e-brochure showing guidelines on admission detailing list of tertiary institutions and available programmes of study.

b) Syllabus (e-syllabus) for the examination.

c) Step by step guide on completion of the application form.

d) A video messages from the Registrar of JAMB and a demo on how to use eight (8) keys for UTME examination without mouse. (For candidates with little familiarity with Computers)

vii. Each Candidate is to complete the online application form by supplying the required details such as name, e-mail address, L.G.A., academic qualification, etc.

viii. At the CBT centre, Candidate's ten fingers biometric and image will be captured and uploaded.

ix. O/L and/or A/L grades are to be provided by candidates. Candidates who are awaiting result should supply the result online as soon as the results are available on JAMB's portal. No recommendations from any Institution will be considered by JAMB if the candidate has not supplied his/her O/L result on the portal of JAMB.

x. Each Candidate is to collect his e-slip at the end of registration as evidence of registration.

There will be no offline registration, as all the accredited CBT centres have been empowered for real life online registration.

No candidate should register at any centre other than the accredited CBT Centre and JAMB State office. Any candidate who is registered outside approved centres will be identified and disqualified.

GENERAL ENTRY REQUIREMENTS
The general entry requirements for admission into the First Degree, National Diploma (ND), National Innovation Diploma (NID) and Nigeria Certificate in Education (NCE) programmes in Universities, other Degree-Awarding Institutions, Monotechnics, Polytechnics, Innovation, Enterprise Institutes and Colleges of Education are available in the e- Brochure which would be given to each Candidate at the accredited CBT centres and JAMB state offices.

Candidates with one of the following qualifications may be considered for admission by Direct Entry:

(a) A minimum of five (5) GCE/WASCE credits at not more than two sittings with at least two Principal or Advanced level G.C.E. and the others.

(b) Two passes at the IJMB Advanced Level Examination,

Cambridge moderated Schools of Basic Studies Terminal Examination, JUPEB or Institute of Baccalaureate from recognized institutions with SSCE/GCE, NTS/NBC credits equivalent in three other subjects (SUBJECT TO UNIVERSITY REQUIREMENTS).


(c) Passes in two major subjects in the NCE with S.S.C.E., NTC/NBC credits or equivalents in THREE other subjects (mainly for Education Courses) and ND. Education may be accepted as a third A' Level subject for those taking courses in Education.

(d) Minimum of lower credit grade in National Diploma or National Innovation Diploma including the O'Level requirements.

(e) Candidates are to note that they will be required to provide their JAMB registration number which they used in gaining admission to NCE, Diploma etc for Direct Entry admission.

ORDER OF CHOICE OF INSTITUTIONS
On the 2017 registration platform, Candidates are to note that their 1 choice can be a College of Education, University, Innovation Enterprise Institutes, Polytechnics/Monotechnics, NDA (Nigerian Defence Academy) or Nigeria Police Academy.

DATE AND VENUE FOR THE 2017 UNIFIED TERTIARY MATRICULATION EXAMINATION
The 2017 UTME will commence on 6 May and end on 20 May, 2017 (excluding May 12, 2017 because of Candidates sitting for WAEC's Further Mathematics examination).

The venue of the examination will be at any centre in the candidate's chosen examination town.

REGISTRATION FEE
Registration fee for the 2017 Unified Tertiary

Matriculation Examination or Direct Entry is Five Thousand Naira (₦5,000) only. Candidates are also, as usual, to pay Five Hundred Naira (₦500) only to obtain the reading text- "In Dependence" for UTME candidates and "The Last Days at Forcados High School" for Direct Entry Candidates.

Candidates should note that e-PINS being purchased are tied to individual profile and are not transferable.

Candidates are advised to keep as confidential their security details such as registration numbers, password/numbers of ATM Cards, e-mail addresses and E-Pins.

OPTIONAL UTME-MOCK-EXAMINATION
The Board will mount a mock examination in all the accredited CBT centres to prepare and familiarise INTERESTED Candidates with the CBT environment.

Interested candidates are advised to indicate their interest in the mock examination during the registration process.

The CBT Centres are allowed to collect through their (CBT Centres) bank accounts, a separate Seven Hundred Naira (₦700) only, for this exercise after notification of centre has been received by the Candidate. The payment for mock examination shall be made to the centres to which the candidate is assigned after the notification of assigned centres for the mock examination.

No Association or body is permitted to run any mock examination on behalf of JAMB.

NOTE: Do Not pay for Mock until JAMB assigns you to a CBT centre.

The mock examination shall take place on Saturday 8 April, 2017.

REGISTRATION CENTRES
In line with the Board's regulated registration exercise, only the accredited Computer Based Test Centres and JAMB States and FCT Offices will be allowed to register candidates. This is to avoid exploitation, off-line registration, mismatch of candidates' particulars and other registration-irregularities.

GENERAL INFORMATION
The registration fee, once paid is non-refundable.

Registration for the Unified Tertiary Matriculation

Examination (UTME) is available at the CBT centres and JAMB Offices Nationwide. The accredited centres have been empowered to assist in this regard.

As it is the practice, centres are allowed to charge not more than Seven Hundred Naira (₦700) only as registration fee. Any centre that charges more than Seven Hundred Naira (₦700) should be reported to JAMB for appropriate sanctions.

All CBT centres have been mandated to select any of the participating banks.

These banks are to be present in their premises for the purposes of collection all fees. No centre-staff is allowed to conduct cash transaction with the candidates.

Candidates are advised to read and understand the guidelines on admission and instructions on how to complete the online registration before commencing the process of registration.

Multiple registrations are not allowed. Candidates who register more than once will be identified and disqualified.

Candidates should note that their uploaded image or photograph will be embossed on their result slips and admission letters.

Candidates are to note that irrespective of their choice of course of study or method of testing, they will also be tested on a general text: “In Dependence” by Sarah Ladipo Manyika for UTME and “The Last Days at Forcados High School” by A.H. Mohammed for Direct Entry Candidates.

Candidates are warned that the Board has not authorized or solicited the services of ANY establishment/group or individual other than the accredited CBT centres for this registration exercise.
